The HIV and AIDS pandemic is a serious threat to Tanzania‟s social and economic development. Statistics show that efforts and resources have been expended to raise awareness, preventive measures and management to prevent early deaths of infected persons. Evidence shows reduced infection rates in urban and middle class communities where development agents are based and mass media abound. This project recognizes community communication can play a central role in creating awareness and understanding of HIV and AIDS particularly in rural areas. The project is designed to build the capacity of village leaders – administrative, religious, women‟s groups and youth – to challenge stigma and lead a campaign against stigmatization. Grassroots Female Communicators Association (GRAFCA) is a non-profit organisation created by female journalists and communicators interested and committed in the development of rural communities. It publishes Parapanda, a newspaper intended to enlighten authorities on issues affecting poor rural populations.
