What role for New Information and Communication Technologies?
Introduction by María Teresa Aveggio, Programme Manager, WACC

A great deal of emphasis has been put into convincing the world that new information and communication technologies represent a great step towards a more equal world.  These new technologies, we are told, will democratise societies  and improve the lives of millions.
Rev Carlos Valle, former General Secretary of WACC

In the following article (in Spanish), Rev Carlos Valle, former General Secretary of WACC (1986-2001), looks at the relation between political power, technology and mass media. Valle places new technologies at the centre of the gigantic development of global capitalism which the world has witnessed and argues that while “On the one hand new technologies are democratic, allowing access to communication for millions, facilitates the creation of myriad solidarity networks, gives grass root groups the opportunity to share information with similar groups in the planet’s most remote places  thus allowing multitude of voices to be heard.  On the other hand, access to technology is [firmly] located in the growing divide between rich and poor.”  The article was written specially for the Agencia Latinoamericana y Caribeña de Comunicación (ALC), a long time partner of WACC.

In recognition for his services to WACC, Rev Valle will be installed Honorary Life Member of WACC at the Association’s next Executive Committee meeting in Toronto in October 2010.
